Applications open February 1, 2027, for 350 retail licenses across 133 localities, with impact status recognised in the draft regulations. Whichever track you are on, where you file changes your standing more than anything else you control.

Most people who qualify do not know it. There are two ways in: where you lived as far back as 1999 — not where you live now — or three of the past five years in an economically disadvantaged community. A close family member’s record can count. Recent arrivals shouldn’t self-disqualify.

The small operator’s door: microbusiness
Cultivate, process, and sell under one license — two premises within twenty miles. Applications open on the same February 1, 2027 date as retail, but up to 100 licenses, drawn separately from retail. Impact status can attach to it. The advantage is the denominator, not the calendar.

Retail is not the only license.
Most people arrive wanting a store. HB 30 created seven adult-use license types plus a dual-use permit for existing medical operators — and retail is the one with a cap on it.
Microbusiness
Vertically integrated and small. Cultivate, process, and sell direct. Two premises within twenty miles, with canopy limits.
Cultivation
Growing only. Tiered by size. Tier V is capped at five licenses statewide; the rest are not capped by statute.
Processing
Turning flower into product. No statutory cap, but the Board decides how many to issue based on market need.
Retail
The storefront. Capped, and subject to a one-mile buffer between stores. The most competitive door in the building.
Testing laboratory
Every product sold passes through one. Labs must be independent — no stake in what they test — which keeps the field small and the demand steady.
Transporter
Moving product between licensees. The unglamorous license, and often the shortest path from approval to revenue.
Delivery operator
Retail's last mile without the storefront. Delivers from licensed retailers to consumers under its own license.
Dual-use permit
For existing medical operators. Pharmaceutical processors may convert locations at a significant fee.
