Retail is not the only license.
Most people arrive wanting a store. HB 30 created seven adult-use license types plus a dual-use permit for existing medical operators — and retail is the one with a cap on it.
Microbusiness
Vertically integrated and small. Cultivate, process, and sell direct. Two premises within twenty miles, with canopy limits.
Cultivation
Growing only. Tiered by size. Tier V is capped at five licenses statewide; the rest are not capped by statute.
Processing
Turning flower into product. No statutory cap, but the Board decides how many to issue based on market need.
Retail
The storefront. Capped, and subject to a one-mile buffer between stores. The most competitive door in the building.
Hemp conversion
Existing hemp growers and processors can convert. Limited slots and a substantial conversion fee.
Dual-use permit
For existing medical operators. Pharmaceutical processors may convert locations at a significant fee.
